Why is the type approval certificate mentioned?

Any motorized vehicle in France must have a certificate of conformity to be legally driven on public roads. This certificate also allows you to insure your product.

Initially, an electric bike is subject to the same safety standards as traditional bicycles. However, the presence of a motor imposes additional requirements. Although some traffic rules may vary from country to country regarding these bikes, there is a common standard shared across European countries.

To ensure cyclist safety, the NF EN 15194 standard regulates the manufacturing of bicycles and the implementation of safety controls on them. It also sets key criteria that clearly distinguish an electric pedal-assist bike from a moped. Notably, there are three essential criteria:

  • Assistance is limited to a speed of 25 km/h.

  • Motor assistance must stop as soon as the cyclist stops pedaling.

  • The maximum allowed motor power should not exceed 0.25 kW.

This rule applies to all types of electric pedal-assist bikes, whether traditional bikes, cargo bikes (two- or three-wheelers), recumbent bikes, or folding bikes.
